In case you are experiencing this issue, when trying to access ARCADIA District, there’s a workaround that should resolve the stuck state. Please follow the steps below:

1. Press Alt + F4
2. Reopen the game
3. Click Build
4. Enter any ARC
5. Go to Preview (SHIFT+P)
6. Press Esc
7. Press Esc again
8. Go to Travel > Utropia > Monument Park
